Does the linkage from the truck power a generator? Great photo, this is my favorite caboose design.

Some cabooses had belts that ran the generator, and from what I have seen they must has ran very fast in how they were configured. I never saw this design before. It would have to be flexible with two universal joints one at each end with a slip spline as the truck negotiates the track's rough surface and curves.

Somewhat like a Spicer drive on old passenger cars. It ran a generator to charge the batteries.
