I'm gonna suggest that's TV233, not MAIL 3. MAIL 3 back in '89 would generally be all 4-axle units, and most often had 6 units due to "power balancing." TV234 (east) and TV233 (west), the "Atlanta Flyer," as it was called, often sported six axle power before it proliferated to all of Conrail's intermodal trains. The Southern Railway 50 foot piggyback flats "converted" from boxcars, at least three of which are right behind the power, were also a "spotting feature" for these trains, which were run in conjunction with NS between Atlanta, GA and the northern NJ terminals. Symbols later changed to TV212/TV211, in both cases I suspect simply using the NS train symbols with Conrail's "TV" moniker added.
