The GE is a 4-axle, so not a U33C. B23-7 maybe? I can see the "AAR Type B" 4-axle truck frame, and the older GE 4-axles were lower in height than the 6-axles, which would have a frame up as high or higher than the SD45 in front of it.
Nice "period" capture of Conrail in all of its early "collection of bankrupts" weed-grown splendor.
