The blue and grey car was for the use of the Governor General. It was usually stationed in Ottawa.

Echoing Eric's comment, it's the GG's car. Also occasionally used by the PM and famously the car that Pierre Trudeau gave the one fingered saluted from in Salmon Arm. The car is preserved at the museum in Three Valley Gap.
