The apparent transit agency is Maryland Area Rail Commuter. MARC 75 is a GP39H-2, rebuilt by MK in 08/1988. Here it's possibly en route to an overhaul.

That's what I'm thinking, Rick. I believe all six of MARC's GP39H-2s were sent to Boise for overhaul in the late 90s, but I don't have specific dates for each (beyond MARC 71 being completed 06/1998 under shop order #55203).
