McDonnell Douglas in St. Louis had a similar, if not the exact same, locomotive at their flight ramp. It was used to move coal cars from the NS main line to the boiler facility. The boiler provided steam heat to the entire set of flight ramp buildings. I cannot find any photo of the little locomotive, which was similar to your photo and also coincidentally yellow. Of course, at the time, taking photos at the flight line would have been forbidden, so it would be a miracle if someone had a photo of this little workhorse, which always got my attention along with the F-4s and F-15s...
