Where is there a yard without lights and a secerity crew that should be watching over engines. this engine was probably off of the main loco tracks when this happened because you noramlly dont see GP 38's on trains anymore. An ac4400 or a sd70 would probably not have graffeti because they are watched over. Where do you learn to do graffeti? you cant even read it...it looks horrible!!!
