Starting in 2017, NJT began to furiously upgrade its rolling stock equipment to include PTC. As a result, in 2017 and 2018, there was a significant shortage of short cab cars in service. A second engine was sometimes needed to act as a "heavy cab car" to allow the train quick turn around times.
