After the decision was made a few years ago to take track #2 out of service between RS tower and Berkeley run Junction, we now see the new regime of management trying to recover from pasts decisions that were made that impact operations. After 2 track was taken OOS, they began pulling up the rail to move elsewhere on the system. After about half of the double track section was pulled up, the rest was forgotten about. Recently, after multiple complaints and several operating restrictions due to the removal, CSX has decided to put back in service the remainder of #2 track.
